Note the spikes. These are called Romeo repellent or Cassanova catchers and you see variations on this theme all over the place- a deterrent to keep wannabe lovers from shimmying up to the balconies during Mardi Gras. Sometimes they grease the columns too. I guess it is more genteel than wrapping barbed wire around everything.
