In a contentious meeting, council members Marie Waldron, Keith Beier and Jerry Kaufman voted to place a resolution of censure on next week's agenda because they believed Rady's comments last week on Cox Cable's Channel 4 "called into disrepute the public image of the council." Rady said the majority is being petty and political. "My voice scares them," Rady said. "They want to rule this city by fear. This is outrageous behavior because what I spoke was the truth. I have every constitutional right to express without fear my feelings about the truth." During the TV show "San Diego Insider," Rady responded to an interviewer's question about a September council meeting on fluoride by saying: "Keith Beier is a liar, and it is clear that is how he operates. He lies all the time." During the September meeting, Waldron, Beier and Kaufman approved paying a Tennessee-based company $5,000 to challenge the validity of a state fluoridation study. Rady and Mayor Lori Holt Pfeiler asked that a vote on the issue be delayed because they had not received material on the proposed contract. Rady said she was responding to allegations that she and Holt Pfeiler were aware of the proposal. The city manager, city clerk, Rady and Holt Pfeiler all said the proposal was not given to them until after the vote. Waldron said Rady's comments during the interview were a violation of the city's ethics policy, and quoted from the council's rules of procedure: "No member of the council shall act in such a manner as to call into disrepute the public image of the council or which is discourteous to or results in the constant interruption of other members of the council or members of the public." Waldron said Rady also accused the majority that voted for the fluoride study of collusion. "I will not tolerate being named as being someone who commits a crime," Waldron said. "What I saw on the tape was disrespectful." Rady said she was merely answering a question in which Beier had accused her and Holt Pfeiler of lying. "You cannot forbid me to address my right to free speech," Rady said. "I relayed what was the truth." Beier called Rady's comments "rude and malicious." Yesterday's discussion was the latest in a lengthy battle over water fluoridation in Escondido. In March 1999, a council majority of Waldron, Beier and Kaufman voted 3-2 to ban fluoride from the city's water despite a state mandate to add it as a cavity-fighting measure. In 1998, the council enacted an ethics policy aimed at keeping its members from disclosing confidential information or talking with labor union representatives during negotiations. The council censured Beier for allegedly revealing confidential information from a closed session to the firefighters union during labor negotiations. The matter was forwarded to the District Attorney's Office, which found there was insufficient evidence to merit a criminal charge.
