In order to download and save the form or document without opening it first, right click on the desired format, and in Internet Explorer click on "Save target as..." and indicate where on your computer you want to save the file.
When you click on a link, a new window will open and attempt to download and/or open the document.  The version and security settings on your browser my give you the option of opening or saving the file to your computer.  If you have Adobe Reader, Microsoft Word, or Microsoft Excel installed on your computer, the document should display properly, depending on your version of the program.  Once the document or form is open, you can save it on your computer. 
The links at the top to the Microsoft Excel Viewer and Microsoft Word Viewer are for those who do not have Word or Excel installed but would like to view and/or print the documents in that format.  The Viewers are free downloads from Microsoft.
The link to Adobe Reader (formerly Adobe Acrobat Reader) will walk you through the process of downloading the free Reader program.  Caution - This is at least a 12 megabyte download, depending on the version currently available.
