How Are Referee's Scheduled?
Referee’s that are in our data base can self assign based on their level of experience and skill.  They are given a number rating that allows them access to games that are within their skill level.   When a game is getting close, that does not have the referee coverage that is required for that game, the scheduler makes personal phone calls and sends out additional e-mails.  Referee’s may be moved from one game to another at this point to meet the requirements for the most games.  WESCO will also be implementing the “dual referee” system this year for some games, but the details on this have not been formulated.

What if I Don't Have a Referee Scheduled?
First off, please don’t call the scheduler.  She will be very aware of the status of all games and is doing her best to get coverage.  You could call referee’s that you know and often times they will respond to a plea directly from the coach.  At that point they need to schedule into the website.  Referee’s will be paid by the names that appear on the schedule and are verified with a game card.
When Does Offside Occur?
This rule has been refined, and refined again already this year.  Basically, the rule has not changed, but some minor details as to when the offense should be called and placement of the ball for the free kick have been.

Laws of the Game: more detailed interpretation of Law 11: Offside

"Zurich, 29 October 2003 -At the Annual Business Meeting of the International Football Association Board on 16 September 2003, a decision was passed in order to ensure uniform interpretation of Law 11: Offside (see below). The aim of this decision is to respect the Laws of the Game and to protect attacking play intended to lead to a goal, which is the ultimate objective in football. This is not a change to the Laws of the Game as this interpretation adheres entirely to the original wording of the Law."
