a. Connect the test card to a link partner (Switch or NIC), 
and then run NICDIAG.exe at MS-DOS mode.
b. if this card does not connect to another link 
partner (another network adapter), the good device will pass
the "Configuration test", " I/O test", "ID test" and "Internal loopback test", 
but finally failed at "LINK state test", because there is no link-partner.
