"Circles" Regions

 

The boundaries and names of the Regions are provisional. Each Region has between 19.6 million and 23.6 million people.

Several states are divided between Regions in the interest of making similar populations. In California, counties south of Monterey, San Benito, Merced, Mariposa, and Mono are in Sunshine; those north (inclusive) are in Pacific. In Nevada, Clark, Nye, Lincoln, and Esmeralda counties are in Sunshine, the rest are in Pacific. In Florida, counties north and west of Pasco, Hernando, Citrus, Levy, Gilchrist, and Columbia (inclusive) are in The South; the rest are in The Southeast. In New Jersey, counties south of Mercer and Monmouth are in Atlantic; those north (inclusive) are in Metropolis. In New York, The City, Long Island, plus Rockland, Orange, and Putnam counties are in Metropolis; the rest are in New England. Fairfield County, Connecticut is part of Metropolis; the rest of Connecticut is in New England.

 

Examples of Areas and Districts

Washington State provides a good example of how Regions are divided into Areas. The Pacific Region has 13 Areas: Three in Washington, one each for Alaska and Hawaii (which are actually too small to form Areas by themselves, but are treated as Areas because of their isolation), one split between southeastern Oregon and northern Nevada, one entirely in Oregon, and six in northern California.

Seattle's King County and some suburbs in Snohomish County comprise one Area, with the rest of the state divided east-and-west. Each Area has almost 2 million people.

A good example of the next level down, the District, is Watcom County in the northwest, which includes Bellingham. It's somewhat large in population (167,000) for a District, which should be about 150,000, but it's within the +/- 10% range of the other Districts in the Area, and it conveniently corresponds to an already-existing political entity.

The Watcom District could be divided in 13 Localities of about 12,800, each comprised of 12 Communities of about 1070 (12 subdivisions yield a standard-sized Community), each comprised of 12 Neighborhoods of less than 90, each with 5 Circles.
