FWTS Program Specifics

Ordering Procedure:

Users place orders for cellular and paging services and equipment through identified Designated Agency Representatives (DAR), Contracting Officers, or IMPAC credit card holders. To place an order, call the Federal Wireless Service Center (1-888-333-9473). The Customer Service Representative will review the requirements for wireless service and will arrange for either a cellular or paging account manager to provide further information and process the order.

Service Options:

FWTS offers nationwide service featuring analog and digital cellular voice and data and one-way, two-way and voice paging. Service is available in all 734 metropolitan and rural service areas (MSA/RSA), to include all areas listed in the Overview section above. Other wireless enhancements will be added as they become commercially available.

For cellular telephone service, two types of account configurations are available. The government agency with more than 100 lines of service and multiple locations

is probably best suited to a consolidated, or national, account, featuring numerous consolidated billing and reporting options. Other smaller accounts would be best served by local service from a local cellular provider. A dedicated FWTS National Account Manager will help users determine the optimum service option for their needs.

Rates and Price Plans:

The service rates and equipment prices listed in the contract are ceiling prices and cannot be exceeded. However, all cellular and paging carriers offer special promotions and bundled equipment/service packages that present a significant cost saving to the Government user. FWTS users can take advantage of any such plan offered to Government users by the carriers.

Equipment:

The purchase of telephone devices and other wireless equipment is not required to obtain wireless service from the Federal Wireless contract. Equipment and services may be purchased separately, or users may take advantage of the bundled equipment/service packages offered by the cellular providers as periodic promotions.

Any item of equipment offered by cellular or paging carriers participating in the Federal Wireless program is available to FWTS users. This includes the latest digital equipment. Specifics on availability may be obtained from the Federal Wireless Service Center.

Termination Liability:

Federal Wireless service is available as a month-to-month service lease, in which case there is no termination liability. However, the special equipment/service promotions offered by cellular and paging carriers incorporate both a service term commitment (normally one year) and a termination liability for termination of service within a shorter period of time.

Customer Service:

The Federal Wireless Service Center is staffed 24 hours per day, 7 days per week. Customer service representatives are available to assist customers with service and equipment orders, questions about FWTS services or equipment, service coverage, questions concerning billing invoices or call detail reports, assist with trouble calls, or answer questions about the FWTS program in general.

Billing:

Paging and cellular telephone services are billed separately. Paging services are billed by SkyTel, and payment is made to the address provided by SkyTel. For cellular telephone service consolidated accounts, billing is managed by either Bell Atlantic Mobile or GTE Wireless, depending on which carrier is servicing a particular agency, and payment is made to that carrier. For local accounts, billing is managed by the local carrier providing service, and payment is made to that carrier. "Remit To:" addresses are provided by the serving carrier at the time of order.
