You most likely do not need the sleeper system or this new underlayment. Carpet and sheet vinyl is placed directly over concrete on a daily basis. A moisture test may be required.
If you have a moisture problem there are other techniques that may be used prior to the installation of your flooring including the use of the underlayment your friend has heard about.
It will add considerable cost to your project, though.
