I still don't get it? What color are the spots? If he cut enough off with the first sand, any reaction would have most likely been in the top 1/32" layer and should have been eliminated. I think that he might have just gone over it with 80 grit and taken off the old poly, but didn't get far enough down to expose new wood under the points of contact, I'm just a little stumped, I have done many refinishes where the padding had ccaused this "spotting" effect, and never had them bleed back up.
