I wonder what the age of the house is and what flooring is down now? Too many variables here but I am assuming it's a solid 3/4" nail down floor. Hard to tell when little info is provided. The guy could be in a 20th floor condo..who knows. If it's a solid I'd suggest tearing out a closet or other non recognizable area than can be concealed to be used to replace the urine stains if they can't be repaired. All wood flooring ages and a new material used as a repair will never match.
