3/8" Birch plywood is probably at least a five-ply product. My guess is that it is a stiff straight panel.
Why not topnail with six penny finishing nails? No glue, no mess and it can be removed from the subfloor quite easily when you're ready for a change. Nails 12" on center would probably work well. You might even be able to place them 16" on center.
If you have access to a compressed air operated finish nail gun, the work would go pretty quick and the fasteners would hold well (that, at least, is my guess).
A book "Floor Furnishing" by Catherine Tully, published by Lorenz Books in 1996 would probably be of interest to you and anyone interested in "cover-up in style - surface solutions" - such as painted floors, montages, appliques, etc.
