1. Direct costs of duplication (mandated by CPRA for quarter-century)
2. Modern access and copies priced for "full-cost recovery"
   • May include cost of collecting the information, even if required for internal agency operation,
   • computerizing it, maintaining it,
   • "pro-rated" capital-equipment costs,
   • staff and management salaries, benefits and retirement,
   • building & grounds maintenance, building depreciation, etc.!
3. Modern [computerized] access and copies priced at market-value.
   • Newly-confirmed state ClO (Chief Info Officer) John Flynn told Senate committee the revenue potential is too much to ignore.
   • E.g., DMV sells driver & vehicle info for $50- to $60-million/year.
