The material on the TCB Nominating Committee has had limited discussion by the Bylaws Revision Committee and is proposed simply as a starting point for discussion by the SIGChairs.

1 Authority and Responsibilities

The authority and responsibilities of the Technical Communities Board Executive Committee (TCB EC) are defined in Bylaw 6. The TCB EC reports to the Technical Communities Board (TCB) (defined in Bylaw 6).

2 Size and Composition, Voting, and Term of Office

2.1 Size and Composition

The TCB EC will have a chair and other voting members as determined by the TCB Chair with the advice and consent the ACM President and as defined in these Operating Rules. The Chair of the TCB will serve as Chair of the TCB EC.

The TCB Chair and five (5) other members will be elected to the TCB EC as specified in Section 3 of these Operating Rules. The Publications Advisor, as defined in Bylaw 6, and the immediate Past Chair of the TCB will be members of the TCB EC. The TCB EC will include a non-voting representative from ACM Headquarters staff

2.2 Voting.

TCB EC votes are based on one position, one vote.

2.3 Terms of Office.

The TCB Chair and other elected members of the TCB EC will be elected for two (2) year terms beginning July 1 following election. Terms will be staggered with the Chair and one-half of the elected positions, rounded down, being elected in even numbered years and the remaining positions being elected in odd numbered years.

The term of office of the (immediate) Past Chair begins July 1 following the election of a new TCB Chair and continues until such time as that TCB Chair becomes (immediate) Past Chair.

The term of office of the Publications Advisor is three (3) years beginning July 1 after appointment.

3 Nominations, Elections, and Vacancies

3.1  Nominations.

The Nominating Committee of the TCB will nominate at least two persons for the office of TCB Chair. For other elected positions, the TCB Nominating Committee will nominate at least one more candidate than the number of the positions to be filled in each election. No nominee will be concurrently a member of the TCB Nominating Committee.

The TCB Nominating Committee will distribute its report to the TCB via email by February 1.

Additional nominations may be made with the consent of the nominee and either written petition from two (2) TCB members or nomination and second from the floor by TCB members at the meeting at which elections are (later) held. If balloting is by mail/email, per 3.3 below, the schedule for petitions, closing nominations, and balloting will be distributed to the TCB by February 1.

3.2  Qualifications.

All nominees must be Members of the ACM and voting members of at least one Technical Community. In general, nominees should be current or past members of the TCB.

3.3  Elections

Election of TCB Chair and EC members will follow procedures as set forth elsewhere in these Operating Rules.

3.4  Vacancies.

Should the position of TCB Chair become vacant, the Vice-Chair for Operations will become the TCB Chair. Vacancies in other elected TCB EC positions or the Past Chair will be filled by appointees recommended by the TCB Chair and ratified by the TCB by email. Should the Publications Advisor become vacant, the TCB Chair and the Publications Board Chair will appoint a replacement.

The term of office of those appointed to fill any TCB EC vacancy is the remainder of the term of the office which became vacant.

4 TCB Executive Committee Responsibilities

4.1 TCB EC Chair.

The TCB Chair will serve as TCB EC Chair, as one of the four TC Representatives on ACM Council, and as the TC Representative on the ACM Executive Committee.

4.2 Publications Advisor.

The Publications Advisor will oversee issues related to publications as directed by the TCB.

4.3 ACM Headquarters Representative.

Serves as liaison to ACM Headquarters

4.4 Other TCB EC Members and Responsibilities

The members of the TCB EC, other than the Chair, Publications Advisor, and ACM Headquarters representative, will decide among themselves who will perform the TCB EC duties detailed below.

TCB EC Vice Chair for Operations. Preside over TCB and TCB EC Meetings, including TCB EC conference calls.

TCB EC Vice Chair for TC Development. Responsible for identifying emerging technical areas, for transitional TCs, and other TC issues. The TCB Information Director, TCB committees, and TC Liaisons to ACM Boards, other than those who are members of the TCB EC, will report through the VC Development.

TCB EC Secretary. Act as elections advisor, policy advisor, and financial and budgetary advisor.

Conference Advisor. Oversee issues related to conferences as directed by the TCB.

Large TC Advisor. Act as liaison for large TC issues.

Small TC Advisor. Act as liaison for small TC issues.

The TC Advisors are to serve as ombudsmen for the TCs. They may form committees to provide this service to the TCs as "Area Directors" have in previous versions of these operating rules.

TCB elections will be by written ballot and will be held at the TCB meeting occurring in the first half of the calendar year or by mail/email before March 31, if there is no such meeting.

TCB members, or their designees, may vote in TCB elections.  Voting will be weighted by TC membership as specified in Bylaw 6.

In general, TCB EC Chair election should precede election of the other TC Representatives to ACM Council and election of the other EC positions should follow those elections.

Ties in voting will be resolved by <TBD>.

ISSUES TO BE DISCUSSED/DECISIONS TO BE MADE:

How many members?  SUGGESTION: 3, definitely an odd number

Who appoints?  SUGGESTION:  TCB Chair with advice of TCB

Reappointment possible?  SUGGESTION: Must sit out at least a year, i.e. sitting member may not be appointed

Who chairs? SUGGESTION: Decide among themselves

Term of office?  SUGGESTION: Three years, starting July 1.  Staggered terms.

Vacancies?  SUGGESTION: Appointed by chair with advice of TCB for remainder of term

DRAFT USING ABOVE SUGGESTIONS:

The TCB Nominating Committee will have three (3) members.  The members will be appointed by the TCB Chair with the advice of the TCB. Members of the Nominating Committee are not eligible for reappointment.  

The Nominating Committee will chose its own Chair from among its members.

The term of office of the Nominating Committee is three (3) years, starting July 1 following appointment.  The terms are staggered with one new appointment being made each year.  

Vacancies on the Nominating Committee will be filled by the TCB Chair with advice from the TCB and the term will be the remainder of the term of the position which became vacant.
