Some common problems are:
If your problem is with a single telephone try using a known working telephone plugged into that jack. If the problem still persists then you may have a wiring problem with that jack.

If you have a problem with all the phone jacks in your home unplug all devices plugged into phone jacks. This includes phones, fax machines, answering machines, and computers. Now plug in a known working phone into one of the jacks. Does the problem seem to have been cured? If so continue to plug your devices back in one at a time until the problem reappears. The last device plugged in before the problem reappeared maybe the cause of your troubles. Some devices may malfunction causing the phone network to think it is "off hook" rendering you phone service unusable!

If all your phone devices seem to be working properly and you still don't have working phone lines there is a final simple test you may be able to do.
First you will need to locate the "Telephone Network Interface" (sometimes called "standard Network Interface") Usually this is found on the outside of your house near the electrical panel. This is were the phone companies lines meet your inside phone wiring.
Most of these interfaces have been upgraded to include a trouble isolation device. Actually it is an RJ11 jack similar to the jacks found in your home. Simply unplugging this connector isolates your inside wiring from the phone company's wiring.
