Abstract

Chapter 1 - An Introduction.

Chapter 2 - A Thumbnail history of the last dozen years in U.S. health plan design and outpatient mental health care plan design, and a look at Four Losses to consumers and clinicians.

Chapter 3 - Research methods.

Chapter 4 - An outpatient mental health plan design, which might heal some of the losses shown.

Chapter 5 - A study of the feasibility of providing such a new plan on a reasonably cost neutral basis (with an appendix by a senior health plan underwriter).

Chapter 6 - This final chapter, Chapter 6, concerns itself with evidence about the reported four losses to consumers and clinicians in outpatient psychotherapy covered by health plans, about the three Options in a Point Of Service Triple Option plan design, and about six recommendations which emerged from discussions in an expert multi-stakeholder focus group discussion, recommendations which could improve further design.
